Josh McAllister, along with his wife, Toni McManus McAllister and their son, Landry Cole (10) are lifelong residents of Winn Parish and members of New Jerusalem Baptist Church. McAllister, a 2002 graduate of Winnfield Senior High School, married his high school sweetheart, Toni McManus, in January 2004. McAllister then, worked his way through Northwestern State University graduating from the College of Business with a minor in Political Science in 2009.
After a brief stint in the oil and gas industry, McAllister began working for his family’s logging business in 2006. McManus Timber Co., Inc. was started in 1983 by McAllister’s mother and father-in-law, Tony and Liz McManus. In 2011, McAllister became Vice President of McManus Timber Co., Inc. and has played a vital role in the company’s expansion and growth.
In 2016, McAllister was elected to the Winn Parish Police Jury, District 3, where he served as Vice President of the WPPJ for his first term. In 2019, McAllister went in unopposed and in January 2020 was elected President of the WPPJ.
In Louisiana, the Police Jury President is the chief elected official in the parish during an emergency declaration. Which means, during pandemics or natural disaster, the president is ultimately responsible for the safety and well-being of all the citizens within the parish, along with all the other decisions and actions that are made during the emergency declaration.
Withing the first 14 months of McAllister’s second term, the Winn Parish Police Jury filed four states of emergencies, that were granted by Louisiana Governor John Bel Edwards. With great coordination and team work from every entity, Winn Parish was able to successfully navigate through these emergencies. Starting with the Covid-19 Pandemic in March of 2020, Hurricanes Laura and Delta (2 weeks apart) in late August of 2020, and the Ice storm of February 2021.
McAllister has always relied on team work and it begins with his marriage! Josh and Toni are a team and have accomplished much by relying on their team work to get them through many obstacles. McAllister not only has a strong team at home, but in the woods with the crew, and with the amazing group of jurors who have the same drive to accomplish remarkable things for Winn Parish.
McAllister has also had the opportunity to provide a voice for the Louisiana and American logging industries. In 2014, McAllister was elected to the Louisiana Logging Council (part of LFA), where he served as chairman for his region for 4 years. Unhappy with the direction the industry was being represented and the route it had taken, McAllister, along with Representative Jack McFarland and Tony McManus hosted a meeting where 40 logging contractors showed up from across the state and thus began the reformation of the Louisiana Loggers Association in January 2018. McAllister was voted President of the LLA for 2022-2024. McAllister was also elected to the American Loggers Council, Executive Board, in 2020.
McAllister and wife, Toni, has served as President of the Louisiana Forest Festival 2016-2022.

Volunteer Coach for Winn Dixie baseball and flag football for the last 6 years and in 2021 helped organize the First Winnfield Field Day with lifelong friends and classmates.
2019 McAllister was appointed by The Governor to sit on the Louisiana Trucking Research and Education Council
2020 McManus Timber Co., Inc. was named Timber Harvesting Magazine’s Logging Business of the year (FIRST Louisiana based company to receive this award)
2021 McAllister and wife, Toni, were named Louisiana’s Economic Business Development Partners of the year by Louisiana Association of Business and Industry
2022 McAllister was appointed by The Governor to the Litter Abatement Taskforce to represent the Police Jury Association.

Louisiana Sheriff Duties and Responsibilities
The sheriff is elected at-large and serves a four-year term. The Sheriff’s law enforcement duties include keeping peace within the parish. Administrative duties include serving as the parish’s jailor, collection and distribution of court fines, submitting a budget of his office to the Police Jury, keeping Louisiana Department Reports, and keeping a jail docket.
The Sheriff also serves as the Ex-Officio Tax Collector for the Parish which includes the collection and distribution of the ad valorem taxes, state revenue sharing and federal revenue.
